The joke is that the audience still doesn't realise that the characters aren't always cold calculating and rational at all times. Also he keeps sucking Chucks dick, helped him to keep Jimmy out of work and then shoved Kim in the basement. It's not like howard has done anything he's not allowed to or anything but he's not as nice as he seems.

Howard is just a run-of-the-mill successful lawyer type. He actually likes Jimmy and Kim a good deal (well at least up until they BTFO'ed Chuck in the bar hearing).
But Howard has to be loyal to his business partner, or officially cash out Chuck's shares to remove him as a partner which is likely to cost him huge amounts of cash, probably several million.
So this is why Chuck is usually pacified and accommodated to the best of Hamlin's ability. Even when it puts him at odds with people he genuinely liked like Jimmy or Kim.
But now that Chuck's mental condition is known about by the malpractice insurance adjusters, his malpractice insurance is likely too much to keep Chuck "employed" at HHM.
That talk Hamlin wanted to have with Chuck is likely about cashing out Chuck's shares and removing him as a partner.

Well, the insurance adjusters may either just refuse to offer insurance or make it hundreds of thousands a year. When they believe a lawyer is going to have a meltdown over electricity during court, that malpractice insurance will be incomprehensibly high. They don't know what a nutter like that is going to do. Chuck is just wasting money at this point. He needed a personal assistant, needed a private eye, he has higher insurance and now Howard is doing damage control. How much does Chuck cost? How much does Chuck bring in?
