The entire thing is still "Logan is an asshole but then learns love", the villains are still generic boring fucks, the continuity is a mess as usual and, i usually ignore these things, but a better score could've helped. The reason is given in the movie: they put chemicals in all the food and stuff that messed up mutant powers and prevented mutants from being born. This and adamantium poisoning has weakened his healing factor. It's also why Xavier has those freak-outs: the chemicals messed with his ability to control his powers.

And before anyone asks, X-24 was just recently cloned and not 100% ready. In that scene where the doctor picks him up after Wolverine wrecks him the first time, the doctor says X-24 is basically a baby and his healing factor isn't working at peak efficiency.
