Either way it's a false analogy. If everyone is super, you'll just have a society of enhanced humans. It's not like the ones who were already super received their powers through any merit so there's really no reason to deny powers to anyone else.
If anything it's leveling the playing field against a possible tyrannical class system. Syndrome may have been a psychopath but his argument is that everyone should have access to firearms. Seems completely reasonable to me.
