Burning Debris went through the building and started a fire. The firemen chose to ignore the fire since no one was in the building and instead focused on saving lives of people around the two main towers. This weakened the interior frame and caused it to collapse from the inside out. At alternate angles you can actually see the center collapse before the facade shown in this picture does.
