Yeah the layout of the Simpsons house is *mostly* consistent but it can get pretty loosey goosey at times and the basement is a good example of that. This diagram shows their basement being in the garage, but I'm fairly certain they show various different entrances to the basement depending on the episode. Sometimes it's the door in the hallway under the stairs, sometimes it's in the garage, hell in the episode with a hurricane it shows them having an outdoor bomb shelter-style entrance to the basement.

A lot of things about early Simpsons are very outdated even for the time the episode came out because the writers were harking back to their own experiences as kids.
