Yeah the layout of the Simpsons house is *mostly* consistent but it can get pretty loosey goosey at times and the basement is a good example of that. This diagram shows their basement being in the garage, but I'm fairly certain they show various different entrances to the basement depending on the episode. Sometimes it's the door in the hallway under the stairs, sometimes it's in the garage, hell in the episode with a hurricane it shows them having an outdoor bomb shelter-style entrance to the basement.

Keep in mind that this show was written in the 90s by baby boomers who grew up in the 50s and 60s, a time of economic prosperity where it was feasible for a middle-class blue collar worker with a housewife to afford a big house and raise 3 kids.
A lot of things about early Simpsons are very outdated even for the time the episode came out because the writers were harking back to their own experiences as kids. Like the Itchy and Scratchy Movie episode, where the writers forgot that even though back in their childhoods if you missed seeing a movie in theatres that was it, in modern times Bart could have just seen it on VHS or on late-night TV months later. Or the fact that a Clown was a super popular TV star decades after it stopped being a thing.

I looked up one of the small towns I grew up in, just to see how it's been. My dad had been there 10 years or so prior and described it as "much more what you'd expect a suburb of D.C. to be like". He understated it pretty hard. Place has gone to shit. It's dirty, crime ridden, and generally a shell of what it once was. What really struck me is how far my old school had fallen. The once thriving school has become primarily Mexican, has consistently been under 20% proficiency in standardized tests since 2005 (bottoming out at around 7% in 2007), and just about everyone is on free lunch.
