Well no, the corrupt judge business tends to be a one off but they weren't even the greatest threat of the entire film, the horde of druggies was what caused Dredd the most issues and that's what he deals with on a day to day basis.
When he encountered the judges he destroyed them without any real issue, contrast that with the rest of the film where he spends most of the time constantly on the move and avoiding direct confrontations.

It was a typical "mentor/pupil" movie. Of course she fucks up a whole lot during most of the movie, like pupils always do, but she learns at the end and uses her personal set of skills to save the day, and receives recognition from her mentor for it. It's just basic story-telling.

She's such a strong female character because the writer understands what being strong actually means.
