Considering that the majority of low budget films are made at less than $10,000, and turn out to be poorly made attempts at trying to be "edgy" horror films, or the low budge films are disasterously bad hipster art films, what type of motion pictures would you like that is made at less than $10,000 that would be achievable for a beginning filmmaker?
This question is just an audience perspective question.
In my view, a rewritten comedy (not ha-ha comedy, but drama comedy, like a shakespeare play comedy where no one dies).
a movie about a hobbie. photography for example, would be cool, would cost pennies.

the system is entirely set up to make competition impossible, its the real main reason mid-budget film died and hollywood pushed the barrier to entry on indie into millions with fox searchlight, sony pictures classic, paramount vantage, etc.

That's good, character focused films.
Un homme qui dort was an amazing movie, but look what it was based on, and it was shot at a time when the french were still full of ideas. Low budget too, and mostly just shot in the guys room and around paris.
Really the only options are a comedy that's very well written and shot revolving around 2-3 people which can be paid a low amount, or like others say just focusing on 1 person.
I would look at robert bresson, something like the diary of a country priest is doable for under 10k, the italians, french and japanese used people who weren't actors all the time.

Probably the best example would be something like Clerks. Few locations and very dialogue driven.
