How did this episode make any sense, anyway?

Like it's a neat concept that they used stories to communicate but...they still need to use *language* to communicate the stories to begin with. Even their names aren't story-based.

How did your parents teach you language before you knew any languages? It works the same way for The Children of Tama.

Inner Light is unironically the worst Star Trek episode. Trite, hamfisted story, where all the emotional events happen off screen, like Picard's friend's death or when Picard's daughter ran away. We should have seen Picard searching for his daughter instead of being told about it after the fact. We should have seen him look into her eyes and tell her where her home is and realize that he himself needs to stop running away and accept his life. That would have been a terrific scene had we actually seen it. Then there is that cliche scene where we meet his son for the very first time and are told he wants to be a musician. We should have seen him before, got some conflict between Picard and him before his decision to move away. Instead, he just shows up then fucks off and moments later the simulation ends.

And the constant cuts to Picard lying unconscious ruined any suspense or mystery to the situation. It's obvious that it's a simulation from the very start and since we never see Picard fall in love with his wife or raise his kids, there is absolutely no reason to be emotionally involved in anything that happens. And don't even get me started on that shit ending.

Inner Light was an episode that could have worked if done by competent writers. The idea was solid, the execution absolute shit. DS9 did very similar episodes like Far Beyond the Stars and The Visitor but pulled off the emotional aspects much better. The only episodes I'd consider worse are the ones that are offensively bad that ruin aspects of the show, like Threshold or the one where Bashir throws away his entire character to preform a lobotomy on an unwilling patient.

You make an argument for it being not a great episode but why unironically the worst?

You seem to have conveniently left out that Kataan is now permanently gone and all he has left is the flute that helped him get over that PTSD of leaving his life behind.

It's the worst because it's the episode that had the most potential ruined by poor writing. There are other episodes that are more poorly written (that Bashir one with Kurn boils my blood whenever I think about it) but Inner Light is the worst by virtue of how frustratingly better it would have been had it not been written by hacks. It wasn't fundamentally flawed, it was just executed poorly.

Again, the problem is that there is no real reason to care for these people. All the scenes that would have forged a connection with the viewer is left out of the episode and put in through exposition. It's classic telling, not showing. When the daughter is telling Picard that her son will never grow up and that they're already dead, I get a big "so what" moment from the episode because we don't know these people, not like Picard did. It's like the deaths in Rogue One, it's not emotional just because people are dying, you have to build the characters first before the audience will feel anything for their deaths. It didn't feel like Picard was losing his life, his friends, his family, because we weren't there when he made those connections.

I guess I can see why people would feel empathy for a lost race trying to be remembered but I wouldn't call that scene heart-wrenching in the least. The idea is neat but there is nothing heart-wrenching about the conclusion to the episode as it was written.

And like the episode with O'Brien's mind prison, dealing with the PTSD would have been more interesting than spending an hour showing us what happened in it.

What do you mean "we don't know these people"?
A two-parter wouldn't have satisfied that I feel like. We know enough about his wife and his friend Kamin. I feel like you just outed yourself as doing the 'devil's argument' because that is part of the gut-punch is that we do get to know them. We get to see a part of their world and Picard learning to live in their culture.
It's not exactly Titanic but on that point you are wrong.

Part of the PTSD actually happens on Kataan/in his mind. He has transported himself off of the Enterprise and is forced to live a life away from his crew and his previous world. That's how he starts playing the flute and we see him use it as a coping mechanism as he gets older until it becomes a big hobby.
