Because they were making 5 minute shorts for a newsreel. The entirety of classic Loony Tunes would probably fit within the runtime of two seasons of a 26 ep/season show these days. It took them decades to create the same volume of animation that the current industry puts out in a year.

Also there was that whole Hanna Barberra phase of animation where it was extremely low quality and cheap-as-fuck even by modern standards. Everyone skips the shit out of that when nostalgizing about the "good old days."
