Ground clutter can be filtered out to a degree with modern radar + dank dsps, but this is expensive. Most shit nations are still running soviet era cheapo (lol we wont let the west know what we can really do lol for real lol) radars or nato; budget 3rd world kinda ally edition stuff

Also a rock bluff like that would be ideal for radar masking
