Why the hell do people keep calling this show a "slow burn"?

I'm in the middle of the second season right now and I can't remember any episode that didn't have something exciting happen, the plot is moving way faster than I was led to believe before I started watching.

I get the feeling that people label it a slow burn just because it's supposed to give the show some kind of credibility, like a badge of honor since slow burn is something that is also widely used to described some of the most popular TV dramas ever (Sopranos, The Wire, Breaking Bad, etc).

I forgot to add that I'm still really enjoying it, I got spoiled about some stuff like Paige finding out about the spy thing and being pressured to join her parents or the woman Philip married under his alter ego finding out and being send to russia in the end but really it only made me hype to keep watching.

I just don't get the slow burn thing.
