Firstly, people that wear the ring turn invisible because it sends you into the wraith world. The ringwraiths, sauron some very powerful elves and the wizards are all actively in both worlds or have some presence in both, so they don't turn invisible, it just enhances their power. For mortals who don't have a presence you get actual transitions hence invisibility.
To note, the ringwraiths and wraiths in general are wearing cloth because of some mumbo jumbo I don't remember. Each defeat of Saurons destroyed more of his physical form and by the time of his defeat, he was just a shadowy spirit skulking around in his tower, not a giant glowing eyeball.
