All of those films are obviously low budget and have horrendous lighting, sound editing, sound design, collor pallete, camerawork and most others technical filmmaking elements.

And yeah, Primer and El Mariachi had a 7000 dollar budget, but that's still a big amount of money to spend if you're a struggling artist and no one sees your film.
Also, none of the directors who made those three films ever stayed on those low budgets, they went bigger and bigger and probably wish even bigger budgets today.
