Supposedly there was going to be more to his redemption arc. Vader hated the Emperor and saw Luke as his only means of escape. When Luke rejected his offer and attempted to commit suicide, it left the Sith Lord gutted and forced him to accept his position as his master's puppet.

In ROTJ he wanted Luke to turn to the dark side because in his mind that was the only way to assure a future for his son. Though when the Emperor threatened the boy's life, he sacrificed himself and turned on his master.

You can still pick up most of the original intentions for the character in the finished product, though at one point it was planned to make it more explicit.

he's well-liked because he's now enshrined in pop culture. i would imagine at the time he was more of a pressing villain to be concerned about, but the world as a whole generally grows less afraid of something after repeat exposure, and then gradually the character has a more familial relationship with the viewer, even if they aren't actively trying to show them in a friendly light.
darth vader is a brand icon for star wars. if you like star wars, you like darth vader, because he's on all the cheapo merchandise that you buy. audiences are gonna cheer him because they're cheering for star wars.
he's appeared in so many mediums that family-friendly-ify the character that it's hard to take him seriously at this point.
