If you want to be a nerd about it, you'd say that the Resistance is a tiny faction of the Rebellion, so they should have a smaller base. Presumably Yavin was the main base of the original Rebellion, so it should be pretty big. The Resistance is "unofficial" so they need to hide.

This is not explained well in the movie. I only know it because someone once posted The Official Autist's Visual Guide to The Force Awakens and it had all this shit in there that should have been in the movie to make the plot more coherent, but it wasn't quips so it wasn't included.
