I hate this meme, they have 127 million Japanese people living on the mainland, that's a third of the US population in a country that's roughly the size of Texas. It's only natural to go through cycles of high/low birthrates, especially as the worlds population has grown out of control due to the ease of access to resources.

Even if they had low birthrates for hundreds of years and dropped down to only10-20 million people or so that's more than enough people to repopulate in time, assuming you keep your genetic pool ethnically intact and don't ruin your peoples lineage for all time by importing foreigners as a short term replacement for labor/market shortages.
