CIA was clearly bluffing when he said only one of Bane's men was included in the flight plan he filed. He was merely pretending to shoot them before throwing them out of a plane after all.
So why did Bane tell his brother that he has to stay behind because they expect one of them at the wreckage? Wouldn't they be expecting *three*?
