East Germany was certainly less brutal than the Nazis on Germans. 400,000 non-jewish germans were killed by the nazi regime from 1933 to 1945, 40,000 east german citizens were killed by the GDR from 1950 to 1989

It was generally very hard to get executed by East Germany after this. They'd lock you up or put you in an insane asylum but there weren't many executions sans shooting at people that tried to get across the Berlin wall.

This was true in all warsaw pact states post-Stalin due to de-stalinization. They were still repressive shits and horribly managed the economy but they weren't killing thousands willy nilly all the time like North Korea or Mao. The exceptions are probably Enver Hoxha's Albania (who was anti-soviet) and the later stages of Romania Ceausescu's reign.
