Because it's hard to get new people into the show, since season one is dedicated to worldbuilding in lieu of a compelling story, and then another season where they have to do it all over again for Sheridan's sake. Season 3 and 4 are GOAT, but I can understand if somebody doesn't want to go through 44 mediocre episodes to get to that point.

That's my beef with season 4. Because for all the talk to take back Earth and stop his tyranny, we never get anything about Clark. No characterization, only a few moments of screentime, and yet he's meant to be the main villain. After some interesting villains like Bester and Morden, JMS made no effort in even trying to give a personality to Clark.

I think that was intentional. Morden and Bester got humanized and given redeeming traits by their screentime. Clark gets to remain pure unsullied evil.
