Death Star could blow up a planet without needing to disable shields or deal with defence lasers (Hoth shows how powerful even a couple of lasers are at destroying Star Destroyer ships). Alderan had loads of such emplacements and shields and shit. Death Star fucked it over.

Given enough time, resources, bombs and so on, you could glass a country right now with conventional bombs. It'd just take fucking ages to do it. A single Star Destroyer COULD do it but it'd take time and if it's defended (with shields and defensive lasers) then it's not possible. In which case you need to land troops to remove those in order to glass it... in which case you might as well capture it and use it as a base of operation. If you're going to glass something anyway, you might as well use the Death Star.

tl;dr Death Star was for shit they couldn't glass or capture without significant losses in either ships, manpower or materiel. The materiel and manpower needed to run the Death Star was an investment worth making as the whole point is that it'd be invincible when fully operational (and it isn't at any point in the OT).

By the time of Revenge of the Sith, its implied that many senators are calling for peace and the war to end. That's why Palpatine speeds up his plans to end the war on his terms. He wanted the Republic to control all the galaxy when he was put in charge
