Well, when I say causing a ruckus, I mean causing a person with an insanely powerful brain to become unstable and angry. Also, maybe Logan just really wanted to let Xavier have a moment of levity and experience some human contact. The characters are human, and I'm sure that Logan agreed to this, at least somewhat, because he felt really guilty for locking him up in a water tower for a year and keeping him doped up the entire time.
