these were meant to disable star destroyer which are called that for a reason, the explosion would have probably been too large on the ground which not only would have meant friendly casualties amongst the ships, the base would have had to deal with much stronger quakes.
Plus it doesn't seem like they can aim at the ground, irl is why you don't use anti-air missiles to attack a submarine.
