In the prequels he basically reformed a system full of corruption which was ruled in secret by religious nuts. He even did so without breaking any law and with full consent of the senate.
In TFA, the new Republic is so incompetent that they didn't realise that the former Empire built an even bigger death star. Even that in itself shows us how much even a tiny fraction of the Empire can outdo the Republic easily.
