I haven't been keeping up with what they've done with the character on AoS, but I've always thought this could work - a TV series along the lines of the old-school Incredible Hulk, where Johnny Blaze is a fugitive being pursued for his involvement in the massacre of the employees of the Quentin Carnival. Unbeknownst to the Federal Marshall that's tracking him, Blaze's movements aren't random. He's drawn to outbreaks of supernatural phenomena because it's part of what he's tasked with doing - dealing with a "prison break" from Hell.
Instead of exclusively following him, switch off between showing the Marshall following his trail, talking to witnesses and reviewing footage, and showing the events from Blaze's perspective. Give him a real urban legend feel.

Only having ghostrider in 10% of the show, the other 90% is about a LEO following the aftermath, realizing some weird shit is going on and Blaze isn't some run of the mill outlaw. A mix between X-Files and daredevil. Could work for a season I would think.

It would almost work as an anthology series, where the people the Lawdog talks to tell the stories of the "haunted places" and "bad" places and things Blaze is showing up to deal with.
