Not sure I know about this. Even in a tiny country like mine, it is only in the really mediocre universities that this is possible. The one that I go to has an enormous failure rate in its physics and economics, and both of those departments require students to either drop out or repeat the year. For starters, in the context of his speech apparently the US is allies with either Russia or China. He ranks the country "in science" while conveniently leaving out that what he actually means his the test scores of high school students in science, says the country leads the world in percentage of adults who believe in angels (almost certainly not true, since there are literal theocracies out there like the Vatican and Iran), and he says the US leads the world in only 3 categories, which is also false, the US leads the world in dozens of categories.
