Having the tactical officer and security chief be the same person was a mistake anyway. If an enemy ship is attacking you and sends over a boarding party, you want your tactical officer to focus on manning the weapons, not be distracted by security issues (and vice versa).

TNG did it to Worf because Tasha quit and the producers were too cheap to get a new actor. Voyager and Enterprise did it with Tuvok and Reed because the writers are idiots.
