I haven't seen Blow Out but it looks like the perspective is stalking the woman or at least conveys violent intent. The blue makes it seem colder and more hostile to that effect.
The dvd looks like the capture process ended up blowing out the contrast, so a lot of detail is lost in bright areas, and as such the lighting looks really cheap compared to the blu-ray. I highly doubt that master is in anyway indicative of what the film looked like in theaters.

Film cameras and stock aren't much different now then they were back then, and were perfectly capable of capturing high quality images. What has changed immensely over the years are the digital methods of transferring the film master into files for home video release.
So the farther back in time you go for home video releases the worse your technology to preserve the detail and color of the film gets. That's why it's laughable to see all these armchair colorists nowadays using old DVD and VHS transfers as the basis of an argument that the film is supposed to look a certain way.
