There are shows that start being good after more than three episodes
take The 100 for example, the first four episodes of season one are the most cringe inducing attempt at young adult scifi ever put on screen, but after that the show makes a 180° and it's a nice and watchable after all, with its highs and lows of course, but generally good television (haven't watched last season past the first episode tho)

It's a good rule of thumb, I find 3 is the sweet spot for both TV and film but it varies from case to case, sometimes a new season will just go in a odd direction or you simply lose interest

With anime, I look at the cover art and read the summary or sometimes just only look at the cover or sometimes not even that. Then I make a bunch of wild guesses and write an angry tirade about the show, often not understanding the premise and not even getting the genre right. Then I'll spend the next five years complaining about the show at every opportunity. This is the standard nowadays. The three episode rule is really obsolete.

Three episode rule is fine for the individual watching the show, but that by no means give them a basis to judge the show as a whole. At most they are can only judge those 3 episodes before their arguments become invalid.
