Blacks get arrested for selling/possessing drugs at a much higher rate their drug consumption is roughly on par with other races. The effect of private prisons on the system is overstated. More often than not, prisoners try to get transferred to private prisons from public facilities because private prisons are generally better run. I graduated long ago, so it might be different today.

Going to the bathroom during class required the bathroom pass. Most of the time it was a plastic or wooden card about the size of book that had the number of the classroom written on it. Basically it was evidence that the teacher of that classroom was OK with you being out of the room.

I don't know if you're familiar with the concept of a "study hall", but these are classes where students who aren't scheduled for anything are given a seat to sit in and are can read or do work. Some teachers even allow quiet conversation and card playing. During a study hall students who want to go to the school library, or they gym (providing there isn't a class in there), or the band room to practice playing an instrument are issued a paper pass with their name, their destination, the teacher's signature and the time of departure. These will be asked for at their destination as proof they've been sent. When the period ends, they are to report to wherever they're scheduled for.

Repeat offenders should be executed.
