Neo was predestined to do what he did. It was his purpose given to him by the architect. It's never explicitly stated, but given that he was engineered by the machines to do what he ended up doing, it's no huge leap to presume that in addition to the plugs and taps that were installed in him after birth and throughout his development, he was outfitted with some sort of array of EM transmitters. EM transmitters to be discovered and unlocked if his iteration of the messiah should gain sufficient power and understanding to push through their version of Fichte "Thesis, Antithesis, Synthesis" cycle to push both humanity and machines forward in their individual and shared evolutions to the next level. Hence why he gained second sight WRT objects tapped into the machine city, and the ability to influence those same connected objects at a distance.
