Why do so many people say Tarantino apes Lynch? I don't see the similarities at all, is it because of Wild at Heart?

I don't see how Tarantino stylistically is like David Lynch at all though, he seems to get more from shitty 70s exploitation movies. Maybe I haven't seen enough Tarantino, but his movies don't come off as surreal to me at all.

What significance is there in the cut off ear? What makes being interested in the effect better than being interested in the cause?
