I'll be honest, I'm an anime pleb. I only recently finished Jojo's Bizarre Adventure and I'm nearly finished with Samurai Champloo. From what I can tell though, that's a lot of what helps them work.

Jojo's thrives off being weird as shit (hence the "Bizarre" in the title) but it delivers that weirdness in broad, colorful strokes. Because of this, I'm totally able to buy that there are people that fight with superpowered mind ghosts.

Samurai Champloo's a little different. It works on the weirdness of it's concept (90's-2000's street hip-hop concepts being brought to Edo-Era Japan) but it does so in a more subtle way. By placing the characters and their arcs first, you're able to believe everything else that happens. The slightly over-dramatic presentation supplements this.

GiTS is the same way, it's concept-first. It does so in a more grounded and realistic way, but once again it keeps the idea that there's a special future-police division that solves mind-hacking crimes perfectly understandable by making everything a little more outlandish.

Ignoring fanservice and moe shit, it's definitely stylization that makes anime unique. Exaggeration of emotions, as the other Anon mentioned, but also fast battles and a feeling of constant movement (particularly in manga). They often manage to create so much more intensity with much less budget than Western animation.

I honestly don't give a shit about Johannson having the lead instead of an Asian actress (it's fucking anime, people insisting on Asian actors playing characters clearly not modelled after Japanese people are retarded). The fact they remix the theme and will probably use that in the movie instead of the original pretty clearly shows they did not get this at all once again though.
