I think The Matrix comes closest. People will complain about it being campy, but it's a top tier action movie in its own right

Although I do think Terminator 2 is great, I would say Raiders of the Lost Ark is the best action film of all time

While Cameron is a more than competent director, I always find his movies a bit bland and sterile. Everything is so square and rigid. Nothing really pops.
