The movie is about the x-23 mutants (like the main girl) who were born using mutant DNA escaping to canada after they are replaced by a clone of Logan himself (x-24). They were to be killed after they are considered too obsolete and hard to control. This represents how the franchise kept featuring the huge act man as the star of the show because it's safer and easier instead of creating new characters.
