That's a popular theory, certainly the movie you posted makes it a plot point, but then like a few things in that movie the accuracy is questionable (Yvoone Craig refused to get involved with that movie because she thought the script was garbage; also for some reason they show her having natural red hair when she famously wore a whig)
More likely they were desperate for viewers with plunging ratings, and hoped introducing Batgirl would encourage (a) young girls and (b) their horny dads to take an interest
