Why? S4 was shit.

People loved the show because Michael was the voice of reason. When you take it away, the show just becomes a cast of unlikeable characters with nothing holding it together.

Arrested Development's biggest problem was that it didn't start in its third season.

season 1 didn't have much that was particularly funny. maybe viewers could have gotten drawn into the story, but it really needed to be funnier.

I know I tried getting into it when it first aired, and I just didn't get why it was considered a comedy.

and season 3 was such a huge leap in quality. if the show was that good when it started, it probably would have retained more of its audience. unfortunately by that time, most normies had kinda drifted away and didn't see how the show had figured out what it was supposed to be.
