Yeah, but then Travis goes and buys the same gun that guy was talking about. I always thought that character was supposed to be a kind of "devil on the shoulder," especially with the way the scene is staged.

He's another "punisher" like Travis, a guy who got fed up with the scumminess all around him, lost his mind, and got a gun. I think you're generally right about "illustrating the madness of the time and place," but that character was meant to be relatable to Travis

Another actor was supposed to do it, but he didn't show up on the day of filming. It was kinda tough to find someone last-minute to read that dialogue, so he just did it himself. They mention it on the dvd commentary
