The longer a siege persists the more supplies you need to ship out to the soldiers, the more the soldiers become restless, the more chances diseases/weather/accidents take their lives, and the more likelihood a relief force arrives to reinforce the garrison or kill the attackers. In Troy's case a neighboring kingdom could come and relieve the siege for political favours.
Sieges are absolutely awful for everyone involved, by the medieval period most defenders would either surrender and allow the attackers in peaceful under the assumption they would go unharmed, or they would be stormed under the assumption that the attackers could loot and rape as much as they want for having to undergo a bloody assault. Starving out a city is one of the more desperate tactics.
