Frodo's burden was the ring. Sam's burden was dealing with Frodo dealing with the ring. Frodo's burden was greater. While Sam comes off looking like the better guy, it's only because he had a tiny fraction of the exposure to the ring Frodo did. Yes he handed Frodo the ring back and that's amazing, but remember Frodo was also trying to give the ring to every other person in the first movie when he had only been in possession of it for a little while.
