Why didn't the Nazguls transport Orcs to the top of the city?
You can see that at the very top there's like only 20 humans. They were trying to destroy the gate for days, but they could have easily taken control of the top and fight their way down from there
And one Nazgul could easily carry 15-20 Orcs with him

The answer is because the nobility don't give lifts to the plebeians and that's likely the same answer here. The Nazgul were actually higher than nobility, they were kangz.
