That's just 60fps. The reason films use a slower fps is to mimic the eyes motion blur and only keep in focus what the director wants in focus naturally drawing the viewers eye to the important thing on screen.
The problem is that takes time, effort, and a lot of planning which soap operas do not have so to compensate for time constraints they just put three cameras up shooting 60fps with everything in frame in focus so they can get what they need out the door ASAP.
