during filming didn't they have to draw names out of a hat over which pilot got to buzz the tower at Miramar? because every pilot wanted a once in the lifetime chance to do it without getting punished

based on what is actually shown in the film i'd say a Gulf of Sidra style incident but with actual Soviet pilots since its their latest jet( also the mock soviet markings) probably stationed in some soviet friendly state to deter NATO from attacking
similar to how the soviets deployed a PVO regiment to egypt in 1970 on the theory that no NATO allied nation would directly attack soviet forces
only the yids didn't care and used Phantoms and Mirages to give the PVO a good kicking(5 kills, 0 losses)
