Vice City took too much from Scarface to stand alone on its own. IV was probably the best for film. The emotional investment you had for Nico, his cousin, their loves was way more than any of the other GTA's.

Maybe not your favorite, but the only GTA Movie who could be also make a good Movie were GTA IV, it is kind of original Material (despite some homages to 70s gangster films and Heat) and not just every other GTA a 1:1 copy from another film (even GTA V is 100% Heat, a Heat parody more or less, but it is basically just Heat).
