How did they manage to screw Tarkin so badly in R1? I mean back in the days when OT was made, the CGI technology wasn't that advanced, yet Tarkin looked so real. What went wrong?

Guy Henry, plays Cassius in Rome. Been rewatching it a bit and you can hear shades of Tarkin in his voice, which is pretty neato.

It seemed to me he moved a bit more in Rogue One than he did in Star Wars. He seemed to have a bit more of a rigid, military-like poise to him in the original, whereas in RO he was a bit more fidgety.
I suspect it had something to do with animation or whoever did the mocap. Always trying to make characters feel more lively with more motion.
