Cameron only wanted to do a rollerball movie. So he will use parts of the first 2 volumes to setup Alita's backstory, and then LMAO ROLLERBALL CGI for an hour or so. This is where the girl "villain" comes from.

However, at the end of the arc it was the super /fit/ literally dead man who was the "villain" and not the girl.
