Honestly, I think Ramsey was in the wrong. Josh saw how Hell's Kitchen works and that customers will order everything off the menu. It's not like a real restaurant where some things might not get ordered. He was getting the risottos ready so that he could just finish them quick when the orders came in. Pretty smart if you ask me. Notice how the customer complained the risotto was undercooked. He was probably rushed to get them out to the customers. Even the narrator says "The customers are *finally* getting to taste Josh's appetizers".

The no.1 complaint Ramsey has in Hell's kitchen is that customers wait to long for their food, Josh tried to avoid that by getting the food ready. Those risottos and the pasta were going to get ordered in the next 5 minutes. Pasta cooked half-way 5 minutes before the order, and then finished off for another 2 minutes as the order comes in is still cooked to order.

One of the rare times I disagree with Gordon.

The whole point is to test and train them as chefs dealing with what it would be like in a real kitchen. They're making it to order because that's what it would be like. Cooking things in advance gets the customers their food quicker but it teaches them nothing about the pressure of working in such an environment. Gordon was 100% in the right, grasshopper just didn't understand his lesson.
