To answer your question, it's because a fantasy film has to tell a compelling story while being different enough from our world to inspire wonder, while simultaneously being similar enough to our world to have emotional resonance. It's quite a set of hoops for a writer to jump through.

Because fantasy, as a genre, caters to manchildren who need escapism and inculcates a twisted view of reality that serves hollywood's liberal agenda that every story must have a voldemort and a palpatine.

Also try Warcraft, Legend, the last unicorn and the Rankin & Bass/bakshi lord of the rings. All are severely underrated and have a sincerety to them missing from a lot of modern movies.
