How many episodes of TNG alone are about conflicting moralities and philosophies, even discounting alien species? Picard grapples with the Prime Directive constantly, a law which can be very amoral and is by definition conservative (so anti-liberal if using a modern definition).
The average person might appear more liberal, but that's because they can afford to be. When you have a replicator fulfilling your every whim and technical devices that make life even easier than it is now, it's easy to expend energy for other people. There is no incentive not to do so.
