Malaysia, some of the Chinese Malaysians can speak Mandarin. And they're nowhere as dull as mainland Chinese. Their Mandarin is a bit weird though.
> i heard there are nice beaches in guandong
Yeah, but it's still quite "cold" (15-20°C) during winter. Not exactly tropical.
I guess if you absolutely want to stay in China, you could go to the jungle part in Xishuangbanna (Southern Yunnan). Their Mandarin is probably funky though, as it's nowhere their first language. But it's warm, and people were nice when I went through there.

People in Guangdong, as well as in Yunnan too, don't speak Mandarin as their first language though. They all have some kind of accent. But they speak it still.
Otherwise, many are just some bumfuck towns, with a side of industrial activities, they ain't too great.
There are some resorts around Shenzhen with pretty developed beaches (don't remember the names though), but expect either herds of Chinese tourists or complete ghost towns, depending on the weather.
As usual in China, people don't really chill out, they just zerg the place.
Two larger cities I could recommend :
- Zhuhai, the city bordering Macao : lots of people passing through as it's a pretty large hub, easy to visit Macao (they have great food + nice nightlife scene), many tourists passing by as it's considered the city of love. There are some beaches too.
- Qingyuan, an industrial city, but they have a lot of articial hot spring spa, which are comfy as fuck in cold weather. Lots of people passing by too, easy to meet people. No beaches.
