Got a little over 24 hours in Vienna coming up, staying downtown at a nice hotel for a layover.
Where/who do I eat, drink, and fuck?

You could try Prater - it's free entry, full of young people, serves alcohol and has a nightclub in it.
If you don't get laid at least you can get smashed and go on rollercoasters until you vomit.

Sweet, it's only 4km away from my hotel. Easily walking distance. Too bad I'll be there on a Sunday. Guessing it will be dead?

Don't know, I was there for the start of Oktoberfest last year so I guess it was busier than normal.

Which one would be more worth my time? I have just over 24 hours there to catch my next flight at noon.

Eat:
Plachutta to eat a Schnitzel or Best pieces of boiled beef. They have 3 or 4 Restaurants in Vienna and the one next to the Opera has usually free tables for lunch, for dinner better reserve a table.
Hemmers Restaurant, near the Wien Mitte station. Simple but tasty mix of Vienna and South Tyrolian kitchen...
Restaurant Salzamt neat Schwedenplatz, mix of Austrian and eastern european kitchen, cooked "as mom made it".
Drink:
On a Sunday the City is pretty much death. There might be some "action" at the so called Bermudatriangle near Schwedenplatz (where the restaurant Salzamt is) The surrounding small alleys have a lot of Bars and even on sunday at least some traffic
Other stuff...
Golden Time is imo one of the best "sauna clubs" of the world, so if that is your thing...

Both, they are close. Go to Leopold first, it's the smaller one, lots of Schiele paintings there. Sadly I spent only 30 minutes there, I had a plane to catch, but i don't think you will spend more than 90 minutes there.
Art History Museum has a lot of paintings of Renaissance and Baroque artists, some unique stuff by Bruegel and a greek, egyptian and roman collection. This is a huge museum, you can easily spend your whole day there.
